No dia 1° de agosto de 2024, foi divulgada a Portaria N.°16 – CGCP/DPA/PF, que estabelece novos planos de cursos, conteúdo programático, carga horária e demais requisitos dos cursos de formação, extensão e reciclagem de vigilantes. A seguir, analisaremos algumas mudanças trazidas por esta nova portaria.
Ajustes nos horários da aula (Art.3º)
- A hora dos cursos de formação, extensão e reciclagem terá duração de 50 minutos, diurnas e noturnas;
- Término das aulas noturnas deverá se encerrar às 22h50min;
- Aulas de Armamento e Tiro deverão ser distribuídas ao longo do cursos de forma intercalada com as demais disciplinas, trazendo ao aluno mais intimidade ao manuseio.
Simuladores de Tiro (Art.4º)
- A nova portaria permite a utilização de simuladores de tiro, substituindo parte dos tiros reais por tiros simulados;
- É importante notar que as avaliações da disciplina Armamento e Tiro continuam a ser realizadas com armamentos e tiros reais (§ 6º).
- A quantidade de tiros reais na Formação diminuiu de 76 para 66.
- O uso do simulador nas escolas é opcional.
- As aulas práticas de tiro real e as avaliações de Armamento e Tiro devem ser gravadas em áudio e vídeo, que deverão ser disponibilizadas a DELESP ou UCV. Essa medida visa aumentar a transparência e a segurança no processo de formação.
No dia 19/11/2024, a Polícia Federal, atendendo a um pedido da ABCFAV, publicou o Despacho Nº 08211.001680/2024-91, alterando a avaliação de Armamento e Tiro para vigilantes. A nova regra substitui a exigência de 2 disparos a cada 3 segundos partindo do coldre por 2 disparos a cada 4 segundos partindo da posição de retenção (arma na mão), flexibilizando o teste anteriormente estabelecido.

Ajustes na carga horária e disciplinas
A carga total do Curso de Formação de Vigilantes mantém-se em 200 horas, com algumas redistribuições:
- Verificação de aprendizagem: Redução de 24h/a para 22h/a;
- Disciplinas curriculares: Aumento de 174h/a para 178h/a;
- Extinção das 2h/a de abertura do curso.

Gerenciamento de Crises: 9h/a + 1h/a de Avaliação | Aumento de 1h/a de Carga Horária
Prevenção e Combate a Incêndio: 7h/a + 1h/a de Avaliação | Aumento de 1h/a de Carga Horária
Uso Seletivo da Força: 9h/a + 1h/a de Avaliação | Aumento de 1h/a de Carga Horária
Armamento e Tiro: 25h/a + 5h/a de Avaliação | Aumento de 1h/a em Carga Horária e 1h/a de Avaliação
Primeiros Socorros: 9h/a + 1h/a de Avaliação | Aumento de 3h/a de Carga Horária
Noções de Criminalística e Técnica de Entrevista: 9h/a + 1h/a de Avaliação | Aumento de 1h/a de Carga Horária
Redução:
Vigilância: 9h/a + 1h/a de Avaliação | Redução de 1h/a de Avaliação
Radiocomunicações: 9h/a + 1h/a de Avaliação | Redução de 1h/a de Carga Horária
Noções de Segurança Eletrônica: 9h/a + 1h/a de Avaliação | Redução de 1h/a de Carga Horária
Defesa Pessoal: 18h/a + 2h/a de Avaliação | Redução 2h/a em Carga Horária e 2h/a de Avaliação
Relações Humanas no Trabalho: 9h/a + 1h/a de Avaliação | Redução de 1h/a de Carga Horária
Educação Física: 12h/a | Manteve a mesma carga horária, mas teve Redução de 2h/a de Avaliação
Inclusão de novas disciplinas
- Legislação Aplicada: Tornou-se disciplina isolada com 9h/a + 1h/a de Avaliação
- Direitos Humanos (DHU): Adicionada ao curso de formação com 14h/a + 1h/a de Avaliação
Exclusão de matéria
- A matéria de Revisão e Atualização das Disciplinas Básicas (RADB) foi extinta pela Polícia Federal de todo cronograma de cursos.
Alterações na Reciclagem de Vigilantes
A reciclagem de vigilantes também teve seu conteúdo programático alterado:
Matérias com 2h/a: Noções de Segurança Privada; Relações Humanas no Trabalho; Sistema Nacional de Segurança Pública e Crime Organizado; Prevenção e Combate a Incêndio; Primeiros Socorros; Radiocomunicações; Noções de Segurança Eletrônica; Legislação Aplicada e Gerenciamento de Crises.
Matérias com 3h/a: Uso Seletivo da Forma.
Matérias com 5h/a: Educação Física, Direitos Humanos e Vigilância.
Matérias com 10h/a: Armamento e Tiro.
A carga horária total das reciclagens e extensões permanecem 50h/a.
A portaria entrará em vigor definitivamente dia 01/11/2024.
